Safeguard and improve people's well-being

Despite the reduction in fiscal revenue due to the epidemic, Shanghai continues to put the well-being of the people first.

Zhao said that although the current social insurance fund is under great pressure, the Shanghai Municipal Human Resources and Social Security Bureau will try to overcome difficulties to ensure that all social insurance subsidies are given out on time in their full amount. Meanwhile, they will continue to raise the pension plan for 27 consecutive years.

Shanghai will adjust a series of standards related to people's well-being on July 1, including increasing the maximum unemployment insurance compensation by 80 yuan, putting the number at 1,895 yuan in 2020.

With regard to industrial injury insurance, Shanghai will continue to meet the basic living needs of the injured and their relatives by increasing disability allowances, pensions for relatives and living care expenses.

Improve talent services to retain oversea talents

"Overseas returnees and foreign talent have the advantages of an international vision and understanding of international rules and international languages and play an irreplaceable role in promoting innovation-driven and high-quality development in Shanghai," Zhao said.

After the COVID-19 outbreak, Shanghai needs high-level talent more than ever.

Creating a highly competitive comprehensive service environment for professionals has always been an important cornerstone of Shanghai's talent policy.

The bureau has been striving to build the "Stay in Shanghai" overseas talent service model, improve the talent policy system, optimize the talent development environment, and introduce high-end talent.

In light of the epidemic, 99 percent of the services of the bureau for talent have been completed online. The bureau has more than 200 public service items included in Shanghai's one-stop online government service platform, among the largest number of online government services to be provided by any government department

Through data sharing and the collection of electronic certificates and licenses, the time required for approval has been reduced by 51 percent and the amount of required materials by 51 percent. The monthly average volume of applications handled has exceeded 700,000.
