Shanghai reforms personnel evaluation mechanism

Shanghai recently issued an implementation plan for personnel evaluation which will assess talents based on ability, performance and contribution.

Based on a scientific classification method, the plan aims to promote innovation and entrepreneurship. Through this the city expects to establish a market-oriented personnel evaluation mechanism to elect people with outstanding performances.

The plan recognizes that talents play an important role in facilitating a city's development. It supports the evaluation autonomy of employers and will set up rules that are in line with international standards but still reflect Shanghai's characteristics.

The plan highlights the classification and improvement of talent evaluation standards. It values not educational attainment, qualifications and essays but ability, performance and contribution.

For example, in the evaluation of financial talents, it adopts international general standards according to evaluation by professional financial organizations, international peer evaluation, and international certifications such as Chartered Financial Analyst (CFA), Financial Risk Manager (FRM) and Chartered Certified Accountant (ACCA).

The international certification will be used in domestic title evaluation to improve the internationalization level of financial talents.

In the evaluation of talents with innovative technical skills, the plan promotes the international mutual recognition of engineers to improve the quality of engineering education and the professionalization of engineering and technical personnel.

The plan is innovative on evaluation methods. It adheres to employers' evaluations as the main method while introducing market evaluation and social evaluation.

In the overall requirements, the plan puts forward a talent evaluation cycle according to the growth rules of different types of talents in an effort to overcome the tendency of excessive assessment.

Shanghai strives to unblock the channels for talent evaluation and break the restrictions on household registration, geography, ownership and identity.

In order to improve the accuracy of evaluation results, evaluation methods will include examination, assessment, personal debriefing, interview defense, practice and performance display.
