Xuhui unveils plan for artificial intelligence development

Xuhui district in Shanghai released a plan to promote the development of artificial intelligence (AI) and to serve Shanghai's goal of becoming an AI hub on Dec 6.

A U-shaped AI industrial layout will be formed along Xuhui Riverside and Metro Line 15, according to the plan.

The district will use the industrial advantages of Xuhui Riverside in AI, Culture and Media and FinTech, as well as the sci-tech service advantages of Caohejing and Huajing areas along Metro Line 15 in the new material, and health industries, and the R&D and testing of intelligent design to attract related companies.

An Xuhui official said that their priority is to support the R&D of intelligent software, smart robots, intelligent equipment and intelligent testing, and the application of AI technology in the health, digital creative, environmental protection, and automobile industries.

Measures mentioned in the plan mainly involve four aspects: development mechanism, spatial planning, technology application, and talent attraction.

Fang Shizhong, head of Xuhui, said that the district is working on developing the best mechanism for AI development so as to give a reference for the city to pursue AI on a wider scale. It is now placing an emphasis on the R&D of general purpose operating systems, core algorithms and intelligent sensors, and technological breakthroughs in the intelligent healthcare and intelligent security sectors, he added.

It is also building a media, creative and financial hub to form an industrial structure featuring AI, cultural creation and FinTech. A space of over 1 million square meters has been set aside for the development of the AI industry.

The district intends to open 12 AI-assisted areas focusing on areas such as smart government affairs and smart transport for the enterprises to experience, and to encourage hospitals, schools and administrative service centers to use AI technology to improve the quality of their services.

It plans to provide a minimum of 1,500 new public houses for rent every year to satisfy the housing needs of talented personnel in AI sector.

A quarter of Shanghai's 403 key AI enterprises have landed in Xuhui, whose annual AI industrial output is expected to reach 21 billion yuan ($3 billion) this year, up by 30 percent year on year. It is expected that the AI industrial size of the district will exceed 30 billion yuan by 2020.
