Systemic innovation has been achieved for shipping business based on the pilot FTZ

Promote the reform of shipping business. Ministry of Transportation has launched detailed rules for foreign-majority-holding and WFOE international ship management companies and five foreign ship management companies have been registered in the FTZ. The FTZ is the first zone to permit WFOEs to conduct international cargo loading and international container station and yard services and to raise the cap of ownership to 51 percent for international ship agency, which has been included in the 2014 version of negative list.

Launch the pilot container consolidation of transit international cargos. One company in Yangshan Tax-bonded Zone and one company in Waigaoqiao Tax-bonded Logistics Zone began to conduct pilot container consolidation of transit international cargos in September and November respectively. Chinese ships with non-Chinese flags were permitted to pick up cargos along the course. On Dec 29, 2014, COSCO Sishui Ship picked up almost 1,000 containers to a port in Northeast China, finished the very first “coastal pickup” tasks, and mark the official launch of this new business in the Shanghai FTZ. It was the first time that Chinese ships with non-Chinese flags picked up coastal cargos and was a milestone to attract coastal cargo transit via Chinese ports.

Shanghai International Aviation Arbitration Court has been established

In August 28, 2014, IATA, CATA and SHIAC jointly signed an agreement of international aviation arbitration and launched cooperation for international aviation arbitration. On the same day, Legal Department of IATA, Legal Council of CATA, and SHIAC hosted the opening ceremony of Shanghai International Aviation Arbitration Court, launched a new cooperation model in terms of arbitration, and teamed up “Shanghai International Aviation Arbitration Jury” with domestic and foreign experts. Shanghai will then be able to offer services for international aviation disputes, contribute to the premium aviation services, and strengthen the function as an international shipping center.

Cruising business is growing successfully

After over a decade of development, Shanghai has two docks for cruisers, namely North Bond Dock and Wusong Dock and established a complete range of tourist services including docking and supply services. Meanwhile, cruising business enjoyed better environment so that top 3 cruising companies have established their offices in the city and launched a number of lines based in Shanghai. In 2014, 269 cruisers were docked in Shanghai, carrying 1.22 million tourists, which was 36.5 percent and 60.6 percent more than 2013 respectively.
